Meet Scott Hickman

Scott Hickman: Putting Galveston First

Captain Scott Hickman is a Galveston small business owner, veteran, and lifelong Gulf Coast resident who is running for Galveston City Council to ensure the island remains a great place to live, work, and raise a family.

For more than 35 years, Scott has owned and operated Circle H Charters, building a successful business while working on the waters that define Galveston’s culture and economy. His career in the maritime industry has given him firsthand experience with the challenges facing Galveston, from protecting our coastal environment to strengthening the local economy and tourism industry.

Scott also proudly served our country in the United States Marine Corps Reserve and the Texas Army National Guard, bringing a strong commitment to service, leadership, and accountability to everything he does.

A former student of Sam Houston State University and Texas Tech University, Scott has spent decades actively serving the community. He is a founding member of the Charter Fishermen’s Association, serves on the Galveston County Marine Debris Task Force, and has held multiple appointments to state and federal fishery management councils.

Scott’s work protecting the Gulf Coast and its fisheries has earned national recognition, including being named U.S. National Marine Sanctuary Volunteer of the Year and receiving the Peter Gladding Award from the Gulf and Caribbean Fishery Institute for leadership in fisheries management.

Scott is running for City Council because he believes Galveston deserves practical leadership focused on the issues that matter most: public safety, economic growth, responsible spending, and strong infrastructure. As a business owner who manages budgets and meets payroll, Scott understands the importance of making every dollar count.

For Scott and his family, Galveston is more than a workplace, it’s home. And he’s committed to ensuring the West End and the entire island have a strong voice at City Hall.
